4,000 Akwa Ibom Teachers Petition Gov Eno Over Unpaid Promotion Arrears

About 4,000 public secondary school teachers employed by the Akwa Ibom State Secondary Education Board (SSEB) in 2017/18 have petitioned Governor Umo Eno, lamenting non-payment of promotion arrears spanning four years and 10 months.
In a letter addressed to the Governor through the Ministry of Education, the Concerned Akwa Ibom Teachers Forum (CAITF) stated that the affected teachers are facing financial hardship due to the delay.
The teachers, who spoke on condition of anonymity citing Public Service Rules (PSR) restrictions, appealed to Governor Eno to intervene, warning that the situation is affecting their morale and could compromise their job performance.
The petition, dated December 17, 2025, highlights that the teachers were promoted without corresponding payment of arrears.
Specifically, they were due for promotion from Salary Grade Level 8 to 9 in January 2021, but promotion letters were released in December 2023 without arrears.
Similarly, promotion from Level 9 to 10 was due in January 2024, but letters were delayed until December 2025 without payment.
The teachers cited PSR provisions, Labour Act, and Section 17(3)(a) of the 1999 Constitution, arguing that promotion without arrears amounts to denial of earned entitlements.
They requested Governor Eno to approve payment of outstanding arrears and ensure timely promotions.
“We trust in Your Excellency’s commitment to justice, fairness, and workers’ welfare,” the petitioners stated.
They are urgently seeking intervention to restore their morale and dedication to service.
