Governor Otti Inaugurates Ultra-Modern Court Complex in Abia,promises conducive environment

The Governor of Abia State, Dr. Alex Otti, on Wednesday inaugurated the newly constructed ultra-modern Umuene Judiciary Complex in Isiala Ngwa South Local Government Area (LGA), reaffirming his administration’s commitment to providing a conducive environment that strengthens the state’s judicial system.

Speaking at the inauguration ceremony, Governor Otti described the judiciary as “the strongest bulwark against oppression and modern-day tyranny,” emphasizing its indispensable role in protecting citizens’ rights and freedoms in a rapidly evolving, technology-driven world.

“The judiciary exists as a bulwark against tyranny in the modern world of complex asymmetries. It is important to appreciate that society now operates through multiple power centres,” Otti stated.

He noted that the proliferation of digital platforms has altered the traditional balance of power, making harassment, misinformation, and oppression more pervasive and accessible to the unscrupulous.

According to the governor, an effective judicial system is vital for safeguarding human rights and ensuring that power serves the people rather than subdues them.

“Without an effective judicial system, human society degenerates into a jungle where the strong preys on the weak and might confers right,” he warned.

Otti disclosed that his administration had invested “princely sums” in constructing the new court complex, describing it as a fit-for-purpose facility that would be replicated across the remaining 16 LGAs to guarantee equitable access to justice for all citizens.

He recalled that the project commenced on October 3, 2024, with a completion timeline of 12 months—a target that has now been achieved.

“We are here to formally open the doors of this court as an incorruptible temple of justice for our people, precisely as we pledged,” the governor said.

Governor Otti described the judiciary as an “objective partner in advancing a wholesome human experience” in Abia State and urged judicial officers to remain incorruptible, empathetic, and responsive to the plight of victims seeking justice.

“When victims come before you in tears, do not fail them. For when justice is denied, the villain is emboldened, innocence is lost, and the seeds of treachery are sown,” he admonished.

The governor further announced plans to construct multi-functional, ultra-modern judicial complexes in Aba and Umuahia, each featuring 15 standard courtrooms, conference centres, and a 1,000-seater multi-purpose hall.

He assured that judicial officers would henceforth operate in facilities befitting their status, pledging continued executive support for comprehensive judicial reforms.

“Never again will our judicial officers operate from structures below their standing and stature as oracles of truth and conscience,” Otti declared.

He also called for collective effort and renewed civic commitment to building a just, progressive, and prosperous society anchored on fairness, accountability, and shared responsibility.

In her address, the Chief Judge of Abia State, Hon. Justice Lilian Abai, lauded the state government’s ongoing reforms as bold, transformative steps toward strengthening justice delivery and restoring public confidence in the judicial system.

Justice Abai described the new edifice as a historic milestone symbolizing access to justice, institutional renewal, and hope for the common man.

She noted that the complex was equipped with modern technology to enhance judicial efficiency, reduce case backlogs, and bring justice closer to the people.

“The true value of any court lies not in its structure but in the integrity of those who serve within it,” she stated.

She urged judicial officers to uphold the highest standards of ethics and professionalism.

Justice Abai also appealed for improved welfare packages for judicial staff, describing adequate remuneration as a necessity rather than a privilege.

The Attorney-General and Commissioner for Justice, Mr. Ikechukwu Uwanna, described the Umuene Judiciary Complex as a state-of-the-art facility designed to meet 21st-century judicial standards.

He explained that the complex features a functional courtroom, a judge’s chamber with a private changing room, offices for registrars and support staff, a lawyer’s robing room, and a holding cell for criminal suspects.

“The structure also includes a pre-trial and Alternative Dispute Resolution (ADR) conference room, a strong room for exhibits, and an information technology suite for digital case management systems,” Uwanna noted.

He added that the court is internet-enabled, disability-accessible, and powered by renewable energy, aligning the Abia judiciary with global best practices in technology, artificial intelligence, and automation.

Uwanna revealed that similar judicial complexes were being replicated across all LGAs to strengthen the judiciary as a pillar of justice, peace, and sustainable development.

He commended Governor Otti for giving the Abia judiciary “a new face and renewed confidence,” adding that the project would significantly rebuild public trust in justice and democracy.

In their separate remarks, the Member representing Isiala Ngwa North and South Federal Constituency, Chief Ginger Onwusibe, and his Isiala Ngwa South State Constituency counterpart, Mr. Chinwendu Rowland, described the court complex as a welcome and transformative development.

They praised Governor Otti’s people-oriented leadership style and reaffirmed their commitment to supporting his administration’s efforts to deliver good governance across all sectors, including the judiciary.

Also speaking, Justice Chinedu Adiele commended the Otti-led government for revitalizing the Abia judiciary after years of neglect.

He pledged that judges in the state would reciprocate the government’s gesture by upholding fairness, impartiality, and integrity in the dispensation of justice.

The inauguration ceremony was attended by members of the Bar and Bench, lawmakers, senior government officials, traditional rulers, and other dignitaries from various walks of life.
